Social rental housing will be launched in Ukraine.

Olena Shulyak, Chair of the Verkhovna Rada Committee on Regional Development and Urban Planning, spoke about a mechanism that will help solve housing problems for internally displaced persons and people in need of state support.

Under this mechanism, below-market rents will be guaranteed. Communities will act as landlords by renting out their housing stock, and the payments received will be directed to revolving funds. These funds will be used to improve the existing housing stock or to build new social housing.

Various sources can be used to finance the program, such as assets seized in Russia, seized property from Russian, Belarusian citizens and collaborators, and abandoned housing stock that can be modernized and transferred to the relevant funds. In addition, funds from international technical assistance and development agencies may be attracted.

The first pilot projects, such as the Housing project, are already being tested in Lviv region with the support of the German government and the International Organization for Migration (IOM).
