The US has named two stages of the end of the war in Ukraine and the terms of a peace agreement

U.S. Secretary of State Marco Rubio stated that the first step toward a peaceful resolution of the conflict must be a ceasefire. According to him, only after this can negotiations begin, which, although challenging, are necessary to achieve lasting peace.

Rubio emphasized that conducting peace talks while hostilities continue is extremely difficult. This is why the administration of U.S. President Donald Trump is making efforts to achieve a ceasefire. This would allow for the next phase—discussions on long-term solutions to ensure regional stability.

He noted that negotiations will require significant effort and compromises from both sides, as the conflict has many complex aspects. At the same time, Rubio acknowledged that a quick resolution should not be expected.

The Secretary of State also referenced a statement by U.S. National Security Advisor Mike Waltz, who last week reported that discussions are already underway regarding Ukraine’s future status, its territorial integrity, and security guarantees.

According to Waltz, the potential agreement may include:

  • Access for the U.S. and its allies to Ukraine’s rare earth resources, which are strategically important for the West.
  • Maintaining an American military presence in the region, which could include bases or joint training operations.
  • Possible involvement of European troops in ensuring security, expanding the EU’s role in the resolution process.
  • Ukraine’s renunciation of NATO membership, which could be a key condition from Russia’s side.
  • The transfer of Donbas under Russian control in exchange for security guarantees for Ukraine.

Thus, U.S. diplomatic efforts are focused on first halting hostilities and then creating conditions for a long-term political settlement. However, it remains unclear whether all parties will be willing to make such compromises.
